It is paramount to abuse of office, IMO.

I've been trying to think of parallels and my memory isn't coming up with much. That may because there's nothing to remember or it may be that I didn't retain what there was because it's never been a focus of mine.

The one example I can think of is where prosecutors decline to prosecute and cops ignore. We have bunches of laws on the books that are not enforced because the enforcers don't think they should be illegal or because they don't consider the crimes important enough. Not acting, like the enforcers, is not as conspicuous as acting, like the mayor. Other than that, what's the difference?
