My point is Idi and Mohammar were radical threats at about the same time period, back in the 70's and early 80's. Mohammar has been trying to make peace wqith the west for a long time, but he's been torn. Yes maybe taking out Saddam pushed him into compliance but I don't recall him rattling any sabers since the mid 80's. In other words, people change and mature as they grow older sometimes. Also credit Reagan with dropping a bomb on his head. That might have snapped him out of it to begin with.
