Yes, like most politicians Bush is focused on votes. There are a few issues that seem to be matters of principle for him where he will make a stand even if he risks losing votes but not many.

Hardly. Increased spending on social programs and subsidies, new entitlements, judicial appointments that don't make it through... Bush's core constituency isn't getting whatever it wants, not even close.

Not allowing more but rather keeping the amount allowed the same instead of reducing it. The Bush administration's proposal is to keep the level the same as it was during the Clinton administration.

What does it matter if the American public gets poisoned? Getting re-elected is the name of the game.

The higher allowance for arsenic may actually be a good practical idea (some of the reasons why are explained at the link above) but good practical idea or not it probably wasn't a good political idea. I think the political effect will be minor but it is more likely to be negative then positive.

This has got to be one of most politically motivated presidencies in the history of these United States...and that's saying a lot!

Not half as politically motivated as the Clintons, but perhaps more politically motivated then Reagan or Carter.
