Not allowing more but rather keeping the amount allowed the same instead of reducing it. The Bush administration's proposal is to keep the level the same as it was during the Clinton administration.

Under Clinton, the arsenic level was reduced to 10 parts from 50 parts. After Bush got in, it was raised back up to 50 parts for a number of months. There was so much public outcry, Bush lowered the arsenic level back to ten parts. Understand, these standards were lowered after 4 years of research. It was not an arbitrary thing.
