This headline is very unfair to Herbert Hoover! The headline Bush first since Herbert Hoover to end term with fewer jobs. is true, but Hoover had many good qualities. Hoover was a great humanitarian and well known for his international aid efforts. He wasn't completely clueless when it came to the Great Depression, but he definitely wasn't aggressive enough in helping the poor. Poor Herbert, being linked with Bush is the final indignity!
