Wilshire Steve,

Re shutting off System Restore it sez here in my handy left-hand manual:

1. In Control Panel, choose Performance and Maintenance > System > System Restore tab.

2. Adjust any of the following settings:

To disable System Restore, check Turn off System Restore on All Drives.

3. Click OK (or Apply).

It also sez Turning off System Restore, even for an instant, erases existing restore points.

There ya' go.
