I bet you could prove mosquitoes are not responsible for malaria this way to.

So what do you do? Pass a law requiring that ever cigarette be outfitted with a tlelmetry unit with a unique ID so you can keep track of this?

This is like requiring that every soldier and artillery shell be outfitted with GPS before concluding that shelling kills people.
