Can anyone dispute that energy costs have risen

according to the american petroleum institute, using inflation adjusted dollars, the cost of fuel has been in a steady decline since the 1920's ...even considering the recent upturn in oil prices over the past 6 months....the "local high" (if you want to refer to 20 years as "local" ) was in 1981 was $2.74..

so i think to answer the question...

in a word, yes

one can readily dispute that energy costs have risen over the long term..

and as the report documents, the cost of the crude itself has fallen, only the taxes have increased
