think a Senator's record is very telling as to how the person is likely to behave as Chief Exec. Absolutely not. As a Senator, your constituent is different than the constituency of a President. Besides, the President has access to a entire different set of data that all Senators do not have. So the Presidency is different for a Senatorial assignment.
