I am not sure about Lizzie's origin.

I come from software and I've done a lot of offshoring deals. At first I was convinced the entire trend was due to necessity, not enough US workers etc. Then, sometime in 02 something changed and all kinds of core IP started leaving the USA from companies like Applied Materials. The management would make statements like "superior quality" offshore talent which is JUST BUNK! Half of the offshore deals I did would have been considered failures by US standards- late, over budget etc. But because the workers were so cheap management gave it a pass. Thats what really bugs me about Fiorina, she is blatantly lying that offshore engineers are *superior* to US engineers. There are a few guys from IIT and if you can get them then you have the top but that is a small subset of the offshore hiring going on.

Anyway as soon as the trend of offshoring started to become an election issue this notion of "retraining" started up, proliferated by the CEOs again. Another smokescreen/lie whatever you want to call it. The issue is costs not training and what we don't need is MORE PLUNDERING of the US treasury by these CEOs. The US already pays for more research and development than any nation in the world with our defense budget and to imply the US university system is somehow below the standards of China is just ludicrous.

The entrepreneurial climate in silicon valley has been severely damaged due to this practice, because the knowledge workers are not local, even for the new industries like Google. The only people I have found who support this brain and capital drain are far right republicans who are in love with Bush anyway, or the entrenched CEOs/executives that stand to benefit from these practices. This is a small number of people.

BTW if anybody needs to buy a new computer make sure and buy white box and not a big name Dell or HP.
