re:I am surprised at your comments given that you lived in CA for a while

And never saw any serious damage to buildings I lived or worked in, some of them over 60 years old. Obviously other structures throughout the state didn't always do so well. But CA has some very old buildings that have survived direct hits for decades. I've worked in hardened structures meant to withstand nearly direct nuclear attack, so earthquakes are not an issue if designed with a big budget, not the lowest bidder.

During the 94 quake, I saw earth quake proofed buildings and freeways get damaged pretty badly and the quake was a relatively mild one as these things go. Buildings that had withstood 75 years of quakes came tumbling down as well as newer buildings and whole section of freeways. Can you imagine the level of damage if a major quake.....over 7.0.....hit LA?

Prior to 1994, most scientists thought the damage would be most acute at the epicenter. Hence, if you did not build a nuke reactor on a fault line, things would be fine. Wrong! The '94 quake saw some of the worst damage 30 miles from the epicenter in Santa Monica and Hollywood because of the way earthquake energy travels. That's why I would oppose nuclear facilities in CA.

However, I might consider it here in WA state if it were built a hundred miles from the Sound and with the kind of trade offs you were suggesting.
