Didn't both China and India require foreign computer & related equipment makers relocate their plants in order to do business there? Didn't China enact tariffs on chips one year after they agreed to WTO and one year before it was enacted? The list goes on, but those countries are every bit as protectionist, if not much more.

They, as well as other trade parterns, have enacted protective regulations in anticipation of foreign competion, whereas the US always attempts half-hearted measures well after the horses are out of the barn.
