Oddly enough I think Bush went into war:

NOT because Saddam was a rogue but
BECAUSE Saddam might have stopped being a rogue

In other words, he didn't want Saddam back in the world and the threat that he might be rehabilitated for economic reasons (he was always a murderous thug) was very worrisome for Bush/DaddyBush/Rummy/Cheney

It turns the arguments about Saddam on their head.
