My understanding of the Ukraine famine is that the Ukrainian wheat harvest was sold in the foreign markets in order to earn hard currency in order to buy factory equipment for the Five Year Plan. Incidentally the man made famine had the collateral effect of starving the Kulaks (rich peasants) who were considered troublemakers.
