The Constitution, as I recall, did not say the Bill of Rights was for the benefit of "white people" only.> The Constitution and the Civil Rights Act have very little to do with each other. The Constitution, and particularly the Bill of Rights, deals only with the relationship of the government to the governed. It limits the power of government, and ensures the government treats all equally. The Civil Rights Act of 1964, on the other hand, to a large extent deals with the relationship of private citizens to other private citizens.
