Under Clinton, the arsenic level was reduced to 10 parts from 50 parts.

Under Clinton for almost his entire time in office the standard was 50 parts per billion. The standard finally got pushed down to 10 during Clinton's final hours in office. The 10 parts per billion standard was not enforced once by Clinton during his eight years in office.


Yes, after 4 years of research, the new law was implemented. What does it matter when it was implemented? The reasons behind the implementation still stand.

Understand, these standards were lowered after 4 years of research. It was not an arbitrary thing.

Yes there were years of research but it was still entirely arbitrary and pushed by Clinton mainly for political reasons. There is no solid evidence that strongly shows that 50 parts per billion is harmful while 10 parts per billion is just fine.
