There are very strong reasons why insiders would be buying at this point.

The company just filed its quarterly report (http://www.edgar-online.com/brand/yahoo/gdoc/edgardoc.pl press HTML). The numbers look horrible. Now do a little leg work and note: 1) all the extraordinary, one time charges; 2) the expenses related to purchasing syringes from another vendor because demand was so high for Univec's own product; 3) reflecting the evolution from a purely development stage company to one with actual sales, the company incurred marketing expenses for the first time; 4) additional product development as a result of acceptance and demand for the original 1 cc syringe.

Note also the implementation of production cosolidation: part of the production will be moved from Buffalo to Long Island - near Univec's offices (while the remainder is manufactured in Portugal). But most importantly '..the Company has engaged the services of an investment firm' for the sale of ~4.5m of industrial development revenue bonds to be issued by Columbia County, NY to finance the construction of a 25,000 sq ft. production facility in Ghent, NY. Does this not indicate the company knows the scope of real and potential demand and is responding accordingly?

I'll do my best at understatemnts: Univec's current outlook suggests a buying opportunity is at hand.
