You have your geography wrong. Salman Pak is south of Baghdad, and we have proof that Zarqawi spent time in Baghdad.

The facts are against you. Saddam was clearly making alliance with Islamists. He hired an entire corps of foreigners called "Uday's fedayeen". They came out of Islamist organizations in Syria and Jordan for the most part.

Conditions since the war have been good for AQ in one sense only, it has allowed them to take independent control of aspects of the fight. But the AQ franchises, such as Ansar al Islam, were clearly allied with Iraqi Intelligence for years. The real threat from Saddam - aside from the crumbling of sanctions and the entire geopolitical situation, which you ignore - was what his intelligence corps would teach the AQ affiliates, what toys they would be trained on.
