Organizations financed from the federal budget owe AO MOSENERGO more than 600 million rubles 18.02.2004 In January 2004, AO MOSENERGO supplied to consumers financed from the federal budget electricity and heat worth 698 million rubles. However, they paid only 337 million rubles or 48% of the consumed power. As of today, the debt of federal ministries exceeds today 600 million rubles. In January 2004, the State Statistics Committee, the Federal Security Service, the Ministry for Property Relations and the Federal Guards Service almost fully paid for consumed power. However, the Ministry of Defense, the Ministry of Justice, the Ministry of Interior and the Ministry of Emergency Situations have paid only 14-45% of what they consumed. The failure of these agencies to promptly and fully pay for consumed power leads to lower reliability of the power supply of strategic facilities. The state security cannot be ensured without reliable power supply to key state ministries. The responsibility for possible negative consequences of these non-payments rests with the heads of the above-mentioned organizations.
