Canada is running huge trade surpluses, and respectable budget surpluses. I guess they want to keep it that way. Their December trade surplus was $5.4 billion cbc.ca Their military shortfall is less than 10% of their budget surplus: webprowire.com It's nice to live next to the world's policeman, and not have to pay for your protection.
