We just won't reform welfare far enough to get these people to take the available jobs. Our educational system results in people getting to the age of 18 before they have their nose rubbed into the real world. Many of them, who should be working at "tech" type jobs by then, spend the next four years getting a Social Science degree. When they come out of college with it, the only job market available is the Government.
