Immediately, I read your words and I thought, ahha!, the most "efficient at providing the greatest good for the greatest number". Then I realized that my Trotskyite side was coming out.

When General Motors bought up the "Red And White Line" in Los Angeles in the 1920s and 1930s, it did so with the intent of destroying public transportation in the L.A. Basin. And they succeeded. They completely destroyed the best transport system L.A. ever had.

And when the case against General Motors was finally fought out in court and they were declare guilty of a conspiracy to destroy public transport in the late 1940s, they were fined $4,500.00.

Los Angeles has the best freeway system in the world. It has the third worst traffic congestion in world.
