Bush's proposal is a politically clever and very safe kiss to the religious right.

What that constituency really wants is an amendment banning abortion. Bush knows that proposing such an amendment is a political powderkeg that he is unwilling to touch.

So instead he proposes an amendment that he knows will never even make it out of Congress, much less be voted upon by the states. It will help placate the religious right, while not costing him much in votes from the rest of his core constituency.
