9-11 happened on Bush's watch, not Clinton's. Clinton is irrelevant to my question. SHOULD BUSH HAVE WARNED SOMEONE WHEN HE WAS WARNED ON 8-6 ABOUT AL QAIDA HIJACKINGS IN TH US? Or should he have done nothing as he in fact did?
