Interesting report. Doesn't explain how Bush "stole" the election though. There is no question that there were plenty of people who could not figure out how to vote. And many of those by the look of this report like to blame others.

But the truth is contained here in the report "The VRA does not require intent to discriminate. Neither does it require proof of a conspiracy".

Not only was there no proof of either, there was neither. It went through the court system in Florida prior to the final USSC ruling. Those cases were thrown out without review by the FLSC. The all democrat FLSC I might add.

The long and short of it is a report like this is useful to see how things can be tidied up in the future. But the facts on the ground at the time did not warrant MAKING UP NEW ELECTION RULES AFTER THE ELECTION.

Sorry dude. Bush won the vote. Then he won the recount. Then AlGore and his 75 lawyers (some of the very best out there) turned over every rock looking evidence of wrong doing or machine mal-function and found NONE. Gore and the FLSC tried to STEAL the election from Bush, but they came up short. And now AlGore is a spent and frustrated man. Ahhhh. Poor Al.
