Former Senator Phil Gramm, (R), obviously, who now is CFO of UBS Warburg -- a little "plum" job he received after his and his wife's insider dealings with the Enron Corporation, is urging the Governor of Texas to secure life insurance policies -- guess "who" would underwrite those policies ... UBS, perhaps? -- on all teachers in the state, upon whose deaths, the proceeds go into the state coffers.

He wants to place "bounties" on the heads of state employees.
