Shouldn't that decrease our infant mortality? A high percentage of these babies don't make it. But we count them. The rest of the world doesn't add them into their mortality rates. Our prenatal care problem is very ethnic specific. And does not respond very well to an offer of free care. The "Free Clinics" are out there for them, but they have a very high rate of refusal to use them. I know you believe UMC is the answer. I think it will be a disaster.
