You will be surprised how much bureaucracy is involved to do that, as states are attempting to cut down on Medicaid, which discourages many from attempting it.

But the key problem in America is not the destitute that don't get prenatal care, but the far vaster numbers of working poor who are not eligible for Medicaid and are uninsured.
