Since the breadth usually expands during a rally, you should see the stocks on the new highs (20, 40, or 65) continue to rise, and likewise for the stocks above the moving average. That's been the old pattern for 52-week highs coming out of intermediate bottoms. A common strategy for the IBD trading challenges was to pick the stocks between 5 and 10 making new highs with quarterly eps growth above 100%.
