Yes. It's called being prepared. I don't think any of this could happen, but surely if a country with enough power to attempt to take us on really wanted to, I doubt they'd make it obvious.

There's absolutely nothing wrong with pondering "what would we do if <insert country here> started flinging nukes at us", or conventional war, or economic war etc.
