You could have a "war" on the flu- and it would make a bit more sense given the mortality rate. I mean if you want to be proactive, and you want to respond to threats, all Karen is saying ( and me too ) is that you should respond proportionally. Sure fear is effective to motivate people- but it frequently motivates them to do stupid things, like panic. In a wilderness emergency your biggest danger is panic (fear)- same in other emergency situations, imo. Logically attacking problems that face us with a clear eye to how they affect us is much better than using the double edged sword of fear, unless you are a demagogue- fear really is a good tool for a demagogue, and there is not better substitute.
