Ha! But now the scam is in the "national interest" because it is (a) keeping the work in the US and (b) competing with foreign labor --- on its own terms.

Furthermore, the article is a salutary reminder to those who seek work in the US that prison (slave) wages are the only ones which are internationally competitive.
