Since Gaddafi's actions matched his words, I believe them.

Arafat's words never match his deeds (You don't have to ask the Israeli opinion of this, ask anybody in the region not on Arafat's payroll). He renounced terrorism when he signed the Oslo accords, and promised to end incitement. The very day he returned in triumph to Gaza, he sat high in a car that rode low, because he was sitting on a wanted terrorist - literally! - and the car was stuffed with illicit guns. Arafat thinks that any man who honors his given word must be soft in the head.
