Which is one of the main reasons why the real problems may never be solved. The energy of the politicians is diverted toward silly partisan games, rather than coming up with real solutions. Whoever wins the game for this year then becomes the target for next year's game, and the cycle repeats itself.

Only a real crisis will break this cycle. 9/11 was the last crisis. What's next, another 9/11? The federal debt? Social Security? (Poor Greenspan, who is being attacked for stating the obvious.)
