The person Coxe is referring to is almost certainly Shintaro Ishihara, current (populist) Governor of Tokyo and co-author of "The Japan that Can Say No" sometime in the 1980's I believe. He can be counted upon to say things that are anti-US (it keeps him in office) though this in no way diminishes either the value of the piece you have reproduced here, or your effort in doing so.
