That is not going to happen and this is what I think. Bush is in the WH today because of Florida where he "just scraped through". Of any issue, the Social Security is a very hot topic in Florida. And the Floridians will come out in large numbers and vote against Bush if the Democrats succeed in making this a hot issue in that State. I am sure they will try and they will succeed.

In 2000, Bush was talking about privatizing SS. Now his folks are talking about denying SS benefits. Which do you think would resonate with the people. Privatizing or denying. You be the judge.
