Absolutely, so why are the dems so excited about the 9/11 commission, except, they hope GW will somehow be blamed, and their boy Bill will skate. Often times, it is possible to see a connection, in hindsight, which one missed in real time. Even then though, it would be the responsibility of the CIA or FBI, or whomever, rather than the president, to put it all together.
But, they do anyway.
