What do you mean by "States issue"? If two men marry in California and move to Wisconsin where gay marriages aren't legal would they be considered married under the law? Would they be entitled to spousal benefits under Wisconsin law? Do you realize the whole can of worms you'll be opening up when calling it a State issue? Or possibly is that your intent?
