NYSE Specialists Short Sale Ratio stands at 20.7%. This is the lowest since the 20.5% reported on September 14, 2001 -- and you may remember the stock market was closed that day after the 9/11 attack. Outside of that event, the lowest level of shorting since 1979 was 24.3%, and we are now almost 15% below that level.
Specialists shorts have steadily declined for a year, and a glance at the chart shows that most of the extreme lows corresponded closely with interim lows in the S&P. So, if the past has anything at all to do with the present, this indicator is screaming buy.
