Kerry will be much tougher than Carter was, especially after 9-11. Another thing about Kerry, he is smart. He will never ever ignore terrorist threats or let the GOP be able to brand him as soft on defense. Never. He will stop expensive nuclesar programs but go after terrorists and kill them with extreme prejudice. He is an expert on counter-terrorism so his involvement in that will be deep. I'll bet we're much safer under Kerry for less money.
