What bias against France? France is no longer our ally because we no longer have a perceived common enemy. Chirac and French elite opinion does not view the Mideast situation (current bone of contention) as the Bush administration does, and the Bush administration doesn't care. When geopolitical realities change, a country's foreign policy and alliances had better change too.

As for China, if population alone were sufficient, it would have been a Great Power for centuries, and would never, for instance, have suffered the Japanese invasion in the 1930's.
