There are no plans for new refineries or major expansions

After looking carefully for the last 9 months at the Iraqi oil reserves, perhaps US oil companies realize that there is less oil than they originally figured. In that case, they have to strrrrrrrrrrrech out the reserves by hiking the prices up and getting as much PROFIT in as possible.

At some point, a few decades hence, when we really do run out of oil for 8 MPG Humvees, the last little bits will be selling for $1000/barrel and oil companies will own the world. Well, that's the conspiracy theory but these days conspiracy theories have a dang fine way of coming true.
