Like it or not, Iraq is sliding into civil war. Whatever moves we make next must be with complete understanding of what we are facing. It is unclear whether or not civil war can be avoided -- if we are convinced that civil war is inevitable it will have an impact on our choices. It is also clear that Iraq might not survive as a country. This raises the possibility for a regional war -- the odds of which are also difficult to calculate. Civil war followed by regional war is certainly possible. Where that would take us is anybody's guess.

This is the ugly context in which we are stuck -- no children singing, flying kites and waving with big smiles at the American "liberators" -- just the grim reality of a country politically imploding and a region that has the potential for exploding.
