My guess, your reading is wrong. The reason for Chinese gov. to use part of its foreign reserve to relieve part of the bad debts of the big 4 Chinese national banks is to prepare their IPO 2-4 years down the road. Yuan would never be free-float before the big 4 banks all on the market.

Having said that, 5% of revalue upward of Yuan is possible any time, not that really matters.
