I'm sure Clinton gave a lot of consideration to the political benefits and risks. Other than that, well...who knows.

Frankly, though I have no objection to involvement in Haiti (it shouldn't require much), I'd just as soon let France or Canada or someone else handle Haiti. France has the same language, is the former colonial power...let them try to straighten things out on their own by themselves.
