I don't think its as much a specific intention (unless you count leaving existing mines in the DMZ and around Gitmo), but rather the refusal to submit to international regulation that would preclude the possibility of their use (at least not without violating a treaty).

Mines used in a limited and responsible way can do more good then harm, but of course not everyone will use them responsibly. That will continue to be true whether or not the US agrees to a ban.
