And wherever HAL goes for services and products it needs to complete its tasks, that vendor is aware that HAL can pay top dollar. I think the interesting aspect of the investigation will be HAL's vendors, who they are, whose behind them and what kind of middleman or finders fee arrangements are steeped into the deal.

I project that the Kuwaiti officials and businessmen close to the Bush Administration are really raking it in on multiple fronts. And, given the lack of accountability on the Kuwait side, what are these individuals or corporations spinning off to whom and how?
