The Sudanese offer is a Republican urban myth. I heard a panel of experts on some Fox News program discussing it. They were all experts in that part of the world and were active in intelligence at the time. None of them could corroborate the story. It seemed there might have been an offer, but only at a very low level. The offer, if it existed, never reached the State Department of White House. It was just one of those flakey third world phone calls to some 3rd level US functionary. The rightwingers have repeated it so often it might be mistake for truth.
