Kerry's views are moderate. That means he sees both sides of an argument. He has also evolved to deal with the current crises. For instance, four years ago we had a big government surplus, now we have record deficits. That means Kerry's fiscal policy should change, and has. Bush's hasn't, which oly shows he has his head in the sand and refuses to change to deal with reality.
