The laws and regulations governing federal employment and administrative practices would break anyone. You can't blame employees for not doing what cannot be done.

Derek hit the nail on the head when he commented about long recruitment times. That's regulation, not incompetence. The very best and the brightest, the ones who are civic minded enough to be interested, have already been hired by someone else and moved up pay level by the time the feds can get through the red tape to make an offer.

We sure as heck pay like we have attracted them.


And most of the best and the brightest wouldn't accept the pay anyway. The feds aren't remotely competitive for other than paper-pushing jobs. But there are pockets of the next closest thing to best and brightest, more than bright enough, usually in the smaller agencies. But it's not the norm, particularly in the big, old-line agencies.
